Whistleblower Channel


The Whistleblower Channel allows internal or external complaints to be submitted.

Legal framework and scope of application

The Whistleblowing Channel is used to receive and follow up on reports provided for in Decree-Law No. 109-E/2021 of 9 December and Law No. 93/2021 of 20 December. It ensures the completeness, integrity and confidentiality of the report, preventing access by unauthorised persons and allowing for its preservation.

Scope of application of the report:

  1. Public procurement;
  2. Services, products and financial markets and prevention of money laundering and terrorist financing;
  3. Product safety and compliance;
  4. Transport safety;
  5. Environmental protection;
  6. Radiation protection and nuclear safety;
  7. Food and feed safety, animal health and animal welfare;
  8. Public health;
  9. Consumer protection;
  10. Protection of privacy and personal data and security of network and information systems.

Internal and external complaints

Internal reports include verbal or written communications of information about offences committed within the Agency for the Management of the Education System, I. P. (AGSE, I. P.).

External reports are considered to be verbal or written communications of information about offences reported to the Agency for the Management of the Education System, I. P. (AGSE, I. P.), as the competent authority, under the terms and for the purposes of Article 12 of Law No. 93/2021 of 20 December, within the scope of the Agency for the Management of the Education System, I. P. (AGSE, I. P.).


The Reporting Channel is a secure means of communication that allows for anonymous reporting. It is essentially preventive in nature and is based on a reporting management system designed to ensure confidentiality throughout the process.

Thus, whistleblowers, provided they comply with the conditions set out in the General Regime for the Protection of Whistleblowers, approved by Law No. 93/2021 of 20 December, benefit from the protection afforded by law, namely the prohibition of acts of retaliation. 
The identity of the whistleblower will only be disclosed as a result of a legal obligation or court decision.
